The Fort Sam Houston Base Transformation Office (BTO) is responsible for the planning, synchronization and integration of all BRAC and non-BRAC actions on the installation to include Army Modular Force (AMF), Medical Education and Training Campus (METC), San Antonio Military Medical Command (SAMMC), and all other headquarters units and discretionary moves that impact Fort Sam Houston and Camp Bullis.
