(Civilians) Equal Employment Opportunity Commission’s guidelines as unwelcome
sexual advances, requests for sexual favors and other verbal or physical conduct
of a sexual nature when such behavior is used to make employment decisions or
when it results in a working environment that is hostile, offensive or
intimidating or so negative that it affects the employee’s ability to do his or
